Opportunities and challenges of public participation and cooperation between NGOs, local, and regional self-government in Bosnia and Herzegovina along EU environmental legislation – a capacity building programme |
Objectives |
The project is based on a concept of knowledge and experience exchange from two EU Member States (Germany, Latvia) coupled with an active involvement of local partners in Bosnia and Herzegovina. The project would be implemented by multiplier organizations: the Baltic Environmental Forum - BEF-Germany (lead party) in cooperation with the BEF-Latvia and the local partner as REC CO Bosnia & Herzegovina. The main target groups in Bosnia and Herzegovina – NGOs and local authorities will benefit from experience in Germany having a long tradition of an active citizenry especially on local level while the experience from Latvia will deal with public involvement aspects from the perspective of EU accession process and compliance with EU requirements.
It is the overall objective of the project to improve the cooperation of civil society organizations (CSO) and local and regional self-government in Bosnia and Herzegovina. It shall give both sides the opportunity to participate jointly in workshops and learn about good practice from the EU in the fields of waste and water management issues.
Specifically, the topic will build up local capacities in two priority issues: waste management and water management. Local experts from CSOs and local and regional authorities will be enabled to increase their knowledge in the fields, understand the benefits of cooperation and will have the opportunity to spread their knowledge to other colleagues in the country and they may continue similar activities beyond the project course, using the developed training materials and a publication as a basis.

Estimated results |
- A train-the-trainers phase will result in increased capacity of local CSOs and representatives of municipalities on EU water and waste legislation including a special focus on public participation, who may later continue by disseminating information to local stakeholders beyond the project
- The workshops for local and regional authorities and CSOs will help to establish a network between the non-governmental sector and particularly local as well as regional/ national authorities that allows benefits by working as partners jointly on successful implementation of EU standards in waste and water legislation and may also cooperate better beyond these topics
- At the project events, the local NGOs and representatives of municipalities have benefited from the experience exchange from the EU Member states on implementation of EU standards in waste and water legislation and ensuring the public participation
- Prepared and printed publication in local languages addressing the target groups on waste and water management

- Fact finding mission to speak with final beneficiaries and to identify needs and level of training programme
