Project: Cross-border LEAPs: Environmental Planning for Peace and Stability
 
 

Project activities
The project consists of four components:

Component I: Project Inception
The overall purpose of this component is to set the project in motion by identifying the key contacts and stakeholders in each community and formalizing commitments to the project implementation. The four municipalities will be requested to sign an "Agreement on Supporting LEAP Activities" of both municipalities and REC, including the requirement that the municipality co-finance the pilot environmental investment projects.

Component II: Developing the four LEAPs
This component consists of several tasks:
· Initiate preliminary public involvement activities: raising public awareness about the LEAP process i n each municipality will educate community members about the purpose and benefits of the LEAP (and the overall project) and encourage the participation of stakeholders; establishing organizational structure of the LEAP which will guide the community through the project
· Assess environmental issues and set priorities: each community will identify, assess, and rank its environmental situation, issues, and problems in an open, participatory manner, with assistance from technical and scientific experts, and with guidance and assistance provided by the REC team
· Develop an Action Plan: the Action Plan is the primary output of the LEAP. It contains the goals, targets, and actions for addressing priority environmental problems. The Action Plan builds upon the priority setting process to form a multi-stakeholder agreement on the optimal way to solve environmental problems in the community.

Component III: Putting the LEAPs into action
According to determined priorities, local authorities and REC promote priority environmental investment projects in their communities through transparent international-standard tendering process.

Component IV: Cross-Border cooperative environmental planning
This project stage provides a forum for sharing experiences and coordination between the municipalities during the LEAP process. Also, the REC team will prepare a short report which documents the process, including key obstacles encountered, lessons learned, and successes.

Components I and IV represent the cross-border aspects of the project, those activities which will be implemented for all four municipalities jointly, t o foster communication and cooperation in local environmental planning, while the other two components are the local aspects of the project, covering the development of LEAPs and financing of pilot environmental projects in each of the four municipalities.
