Development of Cantonal Environmental Action Plan for Canton Sarajevo
 
 

Results of the project:

1. Workshop on process of Cantonal EAP development
First workshop on methodology for Cantonal Environmental Action Plan development was held on March 22, 2005 in Rectorate of University of Sarajevo. Workshop was organized by REC BiH and Ministry of Physical Planning and Environment of Canton Sarajevo. Members of Coordination Committee, Advisory and Citizens Board, members of working groups, project and cantonal coordinator were participated at the workshop.
Opening speech was given by Mr. Ne¹ad ©eremet, Director of REC BiH, Mr. Hasan Muratovic, Rector of University of Sarajevo, Mr. Zlatko Petrovic, minister of Physical Planning and Environment of Canton Sarajevo and Mr. Denis Zvizdic, Premier of Government of Canton Sarajevo.
Representatives of REC BiH presented the goals, tasks and activities of the project, timeframe of realization of activities, project team established for Cantonal EAP development, methodology for Cantonal EAP development and how to inform and involve public in process of Cantonal Environmental Action Plan development.

2. Workshop – presentation and discussion on the list of environmental problems
In order to present the report on current state of environment in Canton Sarajevo for certain thematic areas and preliminary list of environmental problems prepared by working groups, 2. workshop was held on May 17, 2005 in Chamber of Commerce of Federation BiH. Representatives of working groups, Advisory and Citizens Board, cantonal and project coordinators were participated at the workshop.
Introductory session, within Mr. Ne¹ad ©eremet, Director of REC BiH and Mr. Zlatko Petrovic, Minister of Physical Planning and Environment of Canton Sarajevo gave a speech, which was followed by presentation of representatives of working groups – presentation on current state of environment for certain thematic areas and the list of environmental problems including cause and effect of problems, possible impacts, as well as goals and measures that should be taken for solving the problems.

3. Workshop – presentation and discussion on the list of environmental priorities
In order to present the list of priorities for certain thematic areas prepared by working groups and to discuss them, 3. workshop was held on May 17, 2005. Members of Coordination Committee, Advisory and Citizens Board, members of working groups, project and cantonal coordinator were participated at the meeting.
After presentation of preliminary list of priorities by members of working groups, all participants got down to define priorities by voting.

4. Workshop – presentation and discussion on presented action plan
In order to present the action plan, 4. workshop was held on December 6, 2005 in Rectorate of University of Sarajevo. Workshop was organized by REC BiH and Ministry of Physical Planning and Environment of Canton Sarajevo. Representatives of working groups, Advisory and Citizens Board, project and cantonal coordinator were participated at the workshop.
Opening speeches were given by Mr. Ne¹ad ©eremet, Director of REC BiH and Ms. D¾enana Durmi¹evic, representative of Ministry of Physical Planning and Environment of Canton Sarajevo and were followed by presentation of representatives of working groups – presentations of activities that should be taken in order to improve the current state of environment in certain thematic areas.

Conducting public survey
In order to assess the public opinion about environmental problems in the area of Canton Sarajevo, a public survey was conducted in period April 22 – May 23 2005.
REC BiH, in cooperation with NGO “Ekotim” conducted a poll of citizens in the area of Canton Sarajevo in period April 22 – May 6 2005. The number of inquired citizens was 590.
In period May 16-23 2005, REC BiH, in cooperation with NGO “Ekotim” sent questionnaire to 92 institutions: 8 cantonal ministries, 9 municipalities in the Canton Sarajevo, 9 public and private enterprises, Chamber of Commerce of Canton Sarajevo, 2 hospitals and 2primary health care units, 9 faculties of University of Sarajevo, 26 secondary and 19 primary schools, 7 nongovernmental organizations. The number of returned questionnaires was 69.

Round tables
With the purpose to discuss the list of environmental priorities, round tables were held in each municipality of Canton Sarajevo in period September 20 – October 3 2005. Round tables were held as following:

23.09.2005 - Municipality of Vogo¹ca
26.09.2005 - Municipality of Stari grad Sarajevo
27.09.2005 - Municipality of Centar Sarajevo
28.09.2005 - Municipality of Novo Sarajevo
30.09. 2005 - Municipality of Ilid¾a
03.10. 2005- Municipality of Ilija¹.
Representatives of local communities, business, public and private enterprises, health and educational institutions and nongovernmental organizations from the area of particular municipality were participated at the round tables. After introductory session when the representative of Ministry of Physical Planning and Environment of Canton Sarajevo and representatives of REC had informed participants about the project and goals of the round tables, representatives of working groups presented priority problems in Canton Sarajevo with focus on particular municipality. Presentations were followed by discussion, questions, suggestions and proposals.
