Development of Local Environmental Action Plan (LEAP) for Municipality of Ljubuski
	The project aims in giving support in development an appropriate development program (LEAP document) for Municipality of Ljubuski which will assess the state of the environment, environmental problems, set priorities and identify the actions for solving the top problems in the sense of improvement of state of the environment and public health in the area of Municipality of Ljubuski.  It also aims to promote public participation in identifying, prioritising, and solving environmental problems at the community level; to build partnerships between local governments and business, health, educational and nongovernmental sectors and citizens; to improve transparency and quality of environmental decision-making and to strengthen the capacities of local government in management of environmental problems. The complete process of preparation of LEAP document will be organized on democratic principles with full transparency, active participation of all relevant different stakeholders (local administration, business sector, health and educational institutions, NGOs, media and individuals). Expected results of the project: Stakeholders know the methodology, advantages and importance of LEAP development; Public participation in environmental decision making in the Municipality enhanced; The list of environmental problems developed; The list of environmental priorities developed; Action plan for priorities created; LEAP document developed and adopted by Municipal Council The basis for systematic and adequate improvement of state of the environment in the area of the Municipality created. Project activities: Establishment of the organizational structure (project team) for LEAP development Organization of Promotional meeting with local authorities and other stakeholders in order to present the project Organization of workshop on process of LEAP development Assessment of the state of the environment Conducting of public survey in order to assess the public opinion about environmental problems in the area of the Municipality. Creation of community vision Development of list of environmental problems Ranking environmental problems and setting the list of environmental priorities Development of action plan Preparation of the draft LEAP document Preparation of the final version and adoption of LEAP document.   The project is funded by Federal Ministry of Environment and Tourism and started in 2010.
