Organizing
promotional meeting in the municipalities
The promotional meetings with representatives of local authorities, NGOs,
business sector, hospitals, schools and other institutions will be organized
in each municipality. The purpose of these meetings will be to present
the concept for preparation of LEAP to all stakeholders and to discuss
their input in the project. Besides that, the organizational structure
for development of LEAPs will be created at the meetings.
Realization
of two-day workshops about start-up and planning activities for development
of LEAP
Two-day workshops with app. 30 participants (representatives of local
stakeholders) will be realized for each municipality. International and
local experts will be in charge for conducting the workshops. The following
issues will be discussed on this workshop:
- How to launch the LEAP;
- How to launch and realize public campaign about the goals and objectives
of LEAPs;
- How to conduct public surveys for assessing public opinion about environmental
problems in the community;
- How to develop the vision of community;
- How to identify and assess environmental problems and define their lists
in each municipality;
- How to rank the environmental problems;
- How to set up the list of environmental priorities for each of the municipalities;
- How to identify, assess and select solutions for solving of environmental
priorities;
- How to write the draft LEAP documents in each of the municipalities.
Launching
and realizing public campaign about the goals and objectives of LEAP
Public campaigns about the goals and objectives of LEAP will be realized
in each of the municipalities. The goal of the campaigns will be to present
to the citizens the objectives of LEAP, the need for its development and
the expectations about citizens’ input, as well as to attract the citizens
to take massive involvement in the process of development of LEAP. The
campaigns will consist of printed materials, radio and TV shows on local
stations in selected municipalities.
Conducting
public surveys for assessing public opinion about environmental problems
in community
In order to assess the public opinion about environmental problems and
to define their lists, a public survey will be conducted by selected NGO
in each of the municipalities. Each interviewed person will also be asked
to explain his/her role in solving these problems.
Defining
the list of environmental problems and their ranking, and setting the
list of environmental priorities
Based on the results from the survey, the NGO will in cooperation with
other stakeholders define a list of environmental problems, rank environmental
problems considering their relative risks on human health, the ecosystem,
and the overall quality of people’s life in the municipalities and final
set up the list of environmental priorities.
Development
of activities for solving of environmental priorities
The major phase in process of LEAP development is preparation of action
plan for environmental priorities. The criteria that will be used for
assessment of actions will be: technical feasibility, effectiveness, cost,
political feasibility, legal feasibility and implementation time. The
final list of activities will be presented to public.
Writing
the draft LEAP document in each of the municipalities
The final task that will be done by the NGO will be writing of draft LEAP
for each municipality. The draft LEAP will be widely presented to the
public. Two-week period will be given for comments.
Adoption
of LEAP documents in each municipality
The comments from the organisations and the citizens will be taken into
consideration by the NGO and the modified version of LEAP will be submitted
to the Municipal Council for adoption.
Realization
of two-day workshops about implementation and implementation/evaluation
of LEAP
Two-day workshops with app. 30 participants (representatives of local
stakeholders) will be realized for each municipality. International and
local experts will be in charge for conducting the workshops. The following
issues will be discussed on this workshop:
- How to bring together implementing institutions and other interested
individuals;
- How to develop structure for implementation of LEAP;
- How to prepare implementation plan;
- How to prepare implementation budget;
- How to secure finances for implementation of the LEAP;
- How to develop team for monitoring and evaluation;
- How to prepare plan for monitoring and evaluation;
- How to set up indicators for success;
- How to measure monitored results;
- How to present results for monitoring and evaluation.
Development
of implementation plan for each municipality
After the LEAP is adopted in each of the municipalities, each municipality
will develop Implementation Plan for LEAP. Implementation Plan will identify
specific tasks that need to be undertaken to implement each action, assigns
a time schedule for completing each task, determines who will be responsible
for completing each task, and identifies costs for each task. Each municipality
will be asked to elaborate a plan in order to secure its revenue sources
needed for implementation of identified priorities.
Implementation
of at least one activity from the implementation plan
Each municipality will be invited to implement at least one of the activities
which are planned within the implementation plan. For that purpose each
municipality will prepare project proposal (pilot project).
