Introduction
Bosnia
and Herzegovina, as the country in transition, has been facing serious
problems in the field of the environment. It is, particularly, referring
to the unsatisfactory developed capacities, as well as to numerous social-economic
and institutional problems.
Solving of the environmental problems request systematically approach
and permanent cooperation and exchange of information between different
stakeholders (local authorities, business, NGOs, health, educational and
other institutions, citizens and media). In order to find the appropriate
way to solve the environmental problems, the strategy for solving the
environmental problems through development and implementation of local
environmental action plans (LEAPs) has been developed.
In order to solve the environmental problems at the local level, Swedish
International Development Cooperation Agency (Sida) expressed interest
to help municipalities in Central and Eastern Europe. For that purpose
the Regional Environmental Center for Bosnia and Herzegovina (REC BiH)
has developed project for assistance to local communities in local environmental
action plans development and solving the environmental priorities. The
project is a part of regional program also covering 3 countries of Western
Balkan (Albania, Macedonia and Serbia and Montenegro).
Six municipalities which will be supported for development of LEAPs were
selected on a competitive basis, through open and transparent process.
Selection was done by REC BiH and Sida, taking into account priorities
of Sida and actions already taken in certain local communities in BiH
and expressed interest and commitment for development of LEAPs. The following
municipalities were selected: Doboj, Maglaj, ®ivinice, Sanski Most, Prijedor
and Novi Grad Sarajevo. Partner organization to municipality in LEAP development
process will be NGO selected by municipality through open and transparent
process. Municipalities and NGOs will sign the Statement of cooperation.
