Regional
component:
Four
countries in the region (Albania, Bosnia and Herzegovina, Macedonia and
Serbia and Montenegro) participate in the project for local environmental
action plans development.
The common overall objectives of all 4 projects:
- To initiate the process of preparation of LEAP in countries of Western
Balkan through mobilization of relevant stakeholders to take an active
part and thus give their contribution to the democratic process of decentralization
- Capacity building of local stakeholders for advancement of efficiency
and quality of environmental decision-making also taking into account
gender equality principles
- Promotion activities and informing interested public on importance of
coordinated action in addressing major environmental problems through
local action plans
- To create LEAP for selected municipalities in all 4 countries that will
develop strategies and activities for decreasing of environmental risks
in these municipalities
- Promotion of positive practices on implementation of LEAPs through implementation
of priority local environmental projects.
Long-term impact of the project in all 4 countries:
· To strengthen the ability of the local government units, business
sector and NGOs in addressing and management of environmental problems,
as well as in finding investors for such programs
· To increase the capacity of local government for medium and long-term
financial planning and budgeting
· To improve the entire state of environment in the municipalities by
applying specific and the cheapest environmental management strategies.
Regional conferences
Each of the countries will be hosts of one LEAP regional event during
the entire project implementation.
Regional events will be used by representatives of participating municipalities
to exchange their LEAP development status, methodologies, planning process,
problems and barriers and possibilities of action plan implementation.
