Development of Local Environmental Action Plan (LEAP) for Municipality of Sokolac
	The project aims in giving support in development an appropriate development program (LEAP document) for Municipality of Sokolac which will assess the state of the environment, environmental problems, set priorities and identify the actions for solving the top problems in the sense of improvement of state of the environment and public health in the area of Municipality of Sokolac.  It also aims to promote public participation in identifying, prioritising, and solving environmental problems at the community level; to build partnerships between local governments and business, health, educational and nongovernmental sectors and citizens; to improve transparency and quality of environmental decision-making and to strengthen the capacities of local government in management of environmental problems. The complete process of preparation of LEAP document will be organized on democratic principles with full transparency, active participation of all relevant different stakeholders (local administration, business sector, health and educational institutions, NGOs, media and individuals). Tasks of the project: Establishment of project team for LEAP development; Creation of the list of environmental problems for the area of the Municipality based on existing information, data, reports, studies, assessments and strategies and results of the public survey conducted  within the project;  Creation of the list of environmental priorities for the area of the Municipality based on the list of environmental problems using the Comparative Risk Assessment methodology. Based on this methodology all environmental problems will be analysed considering their relative risks on human health, the eco-system, and the overall quality of people's life in the Municipality; Creation of the action plan which contains concrete activities that should be implemented in order to solve defined environmental priorities.   Informing and involvement public in process of LEAP development. Preparation of LEAP document. The project started in December 2008. Within the project, state of the environment was assessed, community vision was created, environmental problems and priorities were defined and action plan for defined priorities was created.  Preparation of draft LEAP document is in process. The draft LEAP will be submitted to the Municipal Council on adoption and widely presented to the public. Upon including relevant comments from the organisations and citizens, the final version of LEAP document will be submitted to the Municipal Council for adoption.
