Component 1: Development of LEAPs
Goals and expected results
Component goals:
Elaborate 19 LEAPs to combat poverty and decline of environment by effectively linking key development planning processes in beneficiary municipalities
Identification of and cooperation with potential national and local sources of funding for priority municipal projects (eco-funds are just an example)
Provide financial support for municipal priority projects
Provide an open and transparent process for public participation in environmental decision-making
Ensure equal representation and participation of men and women and minority groups in environment-related decision-making
Provide targeted training to develop LEAP implementation plans and gain additional skills on identification and utilization of financing options.
Expected results:
19 Local Environmental Action Plans (LEAPs) drafted and adopted by municipalities with the participation of all relevant community and national stakeholders;
Approximately 400 stakeholder group members, including representatives of national authorities receive tailored training on developing LEAPs in their communities;
Approximately 480 key experts from local and national authorities, public utilities and other institutions receive targeted training on developing and financing environmental investment projects.
19 municipalities receive financial support for implementation of environmental priority projects.
